Rep. Tammy Baldwin, D-Wis., the first openly gay woman elected to Congress, scored a hit her freshman year when she told the 1999 Congressional Dinner of the Washington Press Club she was “one of the first elected officials who represents a group historically discriminated against. A group that has been kept out of jobs, harassed at the workplace. A group that’s been unfairly stereotyped and made the object of rude and base humor.
